1. Assabentat d'Obres (Notice of Works): Renovations without structural alterations

This is the fastest and simplest procedure. It is used to notify the City Council that you are going to carry out an aesthetic or maintenance renovation, without altering the layout of the home, intervening in load-bearing walls, or modifying the facade.

  • What works does it cover? Painting jobs, changing flooring, renewing kitchen or bathroom tiles, and updating electricity or water installations as long as they maintain their original layout.
  • Do I need a technical project? No, hiring an architect or technical architect is not necessary.
  • How much does it cost? The Assabentat is a tax-exempt procedure, completely free of charge.
  • Approval timeframe: Immediate online procedure. You get the receipt instantly to start working.

2. Comunicat d'Obres (Minor Works Notice): Layout changes

This permit is necessary when your full renovation involves changing the interior layout of the house (knocking down partitions), but without putting the load-bearing structure of the building at risk (beams or load-bearing walls).

  • What works does it cover? Knocking down a brick or plasterboard partition to join the living room and kitchen, relocating a bathroom, or modifying the layout of the rooms.
  • Do I need a technical project? Yes, it is mandatory to submit technical documentation (current and proposed state plans). The trick to save money: since it does not affect the structure, you do not need a Senior Architect; a Technical Architect (Aparejador) is sufficient, which considerably reduces fees.
  • How much does it cost? In addition to technical fees, you must pay municipal fees and the ICIO (Tax on Constructions, Installations, and Works). In Barcelona city, the ICIO is set at 4% of the Material Execution Budget (PEM).
  • Approval timeframe: Generally, it is processed as an "Immediate Notice". After submitting the suitable technical project, authorization to start work is immediate.

3. Llicència d'Obres Majors (Major Works License): Load-bearing walls and extensions

This is the strictest building permit. It is required for interventions affecting structural safety, protected heritage elements, facade alterations, or surface area increases.

  • What works does it cover? Demolishing or opening a hole in a load-bearing wall, enclosing terraces, full building rehabilitations, or making a change of use (e.g., transforming commercial premises into housing).
  • Do I need a technical project? Yes, it is imperative to hire a Senior Architect to draft a Major Works Technical Project endorsed by their College, plus a Technical Architect for execution management.
  • How much does it cost? It requires paying processing fees plus the 4% ICIO on the PEM (in Barcelona), added to the fees of the complete technical team.
  • Approval timeframe: Requiring exhaustive review by municipal technical services, the approval period usually ranges between 3 and 6 months (or more if there are additional requirements).
